Dr. Florence Nakayiwa - Project Coordinator

Dr Florence NakayiwaDr. Nakayiwa Florence holds a Doctorate of Business Administration from the University of Bath, United Kingdom and a Master’s degree in Economic Policy Management from Makerere University. She has worked for Makerere University in different capacities since 1993. Florence has been the link between Makerere University and the technical arm of the Ministries of Finance Planning and Economic Development and the Ministry of Education and Sport. She represents the University on the Education Sector Budget Working Group.

She was a Fellow of the University Leadership Programme at the University of Oldenburg, Germany and was a fellow to the International Visitors Leadership Programme organised by the United States Department of State.

She has demonstrated capacity to coordinate donor programmes. The This email address is being protected from spambots. You need JavaScript enabled to view it.was an institutional programme supported by both the World Bank and the Rockefeller Foundation.   The programme brought together, Makerere University Staff, Government Ministries and local governments as well as staff from five other Universities in Uganda. Experience gained on this project serves as a key learning point to bring together, internal and external stakeholders which are fundamental to the position of Director,Planning and Development Department.

Jolly Okumu-Project Manager

Jolly OkumuJolly Okumu is the Project Manager (Full Time) for The MasterCard Foundation Scholars Program at Makerere University.

As the manager, she is responsible for the following tasks at the Program:

  • Report to the Program Coordinator and be responsible for the day to day operational management of the Program.
  • Coordinate the recruitment and admission of the MCF Scholars.
  • Supervise the M&E/MIS Coordinator, Internships and Entrepreneurship Coordinator, Psychosocial & Support Services officer, Finance & Admin officer, the Project Communications officer and the Admin Secretary.
  • Coordinate with the Foundation in building the Scholars Network and Scholars Identity.

Paneah Asiimwe Baguma-Finance Manager

Paneah AsiimwePaneah Asiimwe Baguma is the Project Finance Manager (Part Time) at The MasterCard Foundation Scholars Program at Makerere University. He is responsible for the following tasks;

  • To Support the Project Manager in the financial management of the program, in accordance with the University Finance Manual and The MasterCard Foundation’s financial regulations.
  • Efficient project implementation and financial monitoring;
  • To ensure timely accountability and financial reporting.
  • To produce quarterly financial reports to The MasterCard Foundation Scholars Program.

Tito Okumu-Monitoring - Evaluation and Learning Coordinator

Tito OkumuTito O. Okumu, is the Monitoring, Evaluation & Learning Coordinator (Full Time) at The MasterCard Foundation Scholars Program at Makerere University. He is an Educational Technologist who has managed online learning at Makerere University for over 10 years. He has a wide range of experience over the years, having worked with various government of Uganda ministries, Non-Governmental Organization (NGO) and Makerere University. He has conducted organized, co-ordinated and monitored periodic briefs and resources for several organizations. He possesses excellent verbal and written skills for maintaining forward and backward linkages in organizations. He is a team player, self-driven with capacity to make positive use of resources available in the organization.

John Osuna-Internship and Entreprenuership Coordinator

John OsunaJohn Osuna is the Entrepreneurship and Internship Coordinator (Part Time) under The MasterCard Foundation Scholars Program at Makerere University. He also serves as the Unit Administrator of the Gender Mainstreaming Directorate (GMD) at Makerere University. John has 8 years’ experience in Scholarship Management and general administration and operations. He also has interests in strategic planning, resource mobilization, research and enterprise or organizational development. He holds a Postgraduate Diploma in Human Resource Management from Uganda Management Institute, a Master of Arts in Public Administration and Management and a Bachelor’s Degree in Arts both from Makerere University.

He has attended several trainings in Advancement and Resource Mobilization sponsored by the Carnegie Corporation of New York and Inyathelo – the South African Institute for Advancement at the Rhodes Business School, Rhodes University, South Africa. John has deep knowledge on scholarship activities particularly on student recruitment and operations.

Bernard Buteera Butare-Communcation and Web Officer

Bernard B

Bernard Buteera Butare is the Project Communication & Web officer (Full Time) at The MasterCard Foundation Scholars Program at Makerere University. He is an educationist and communication specialist, having  started his career as a Secondary School teacher, where he taught English language and Literature in English in a number of secondary schools in Uganda. Thereafter he enrolled for journalism and communication course at Makerere University, which had been his childhood dream career. Upon graduation, he joined New Vision, Uganda’s leading daily as a freelance journalist, as well as wrote columns for other Newspapers. As a print media major, he specialized in writing and editing magazines for different organizations and institutions. He then enrolled for an MSc in Development Management at the prestigious London School of Economics and Political Science (LSE). Upon completion of his Master’s degree, he joined Lifestyle Care support, a Non-Governmental Organization based in Northampton- UK as the Communications and Child support officer. A long the way he also engaged in research and consultancies with some organizations such as Voluntary Services Overseas (VSO).

Harriet Tiko-Psychosocial and Support Services Officer

Tiko Harriet

Harriet Tiko is the Psychosocial and Support Services officer (Full Time) at The MasterCard Foundation Scholars Program at Makerere University.

Key Roles:

  • Provide psychosocial, mentorship and welfare support services to MCF Scholars.
  • Develop and implement comprehensive suite of academic, emotional support services and capacity building.

Harriet holds Master of Science in Counseling Psychology from Martin Luther Christian University, India, a Post graduate Diploma in Project Planning and Management from Uganda Management Institute, a Bachelor of Guidance and Counseling from Kyambogo University, Higher Diploma in Child Counseling from Mild may Uganda and Diploma in Law from the Law Development Centre Kampala, and a number of other trainings in areas of training, child protection and addiction management.

Sharon Nabukalu-Finance and Administration Officer

Nabukalu Sharon

Sharon Nabukalu is the Finance and Adminstration officer (Full Time) at The MasterCard Foundation Scholars Program at Makerere University. She is responsible for all the financial and administrative operations of the Scholars Program. Sharon has previously worked with Infectious Diseases Institute (IDI) one of the biggest NGOs in Uganda and brings her wealth of experiences working with great teams to The MasterCard Foundation Scholars Program at Makerere University.

Sharon holds a Bachelor of Commerce, Accounting (BCOM Acc) from Makerere University Business School and will soon be certified as a Public Accountant (CPA) by the Institute of Certified Public Accountants (Uganda).

Harriet Nakiryowa-Administrative Secretary

Nakiryowa HarrietHarriet Nakiryowa is the Project Administrative Secretary (Full Time) for The MasterCard Foundation Scholars Program at Makerere University.

Duties and Responsibilities

  • She offers office management to the Program.
  • Performs secretarial duties which include data entry, correspondence and responds to routine office  telephone inquiries.
  • Provide  administrative support in the selection, recruitment and capacity building.
  • Ensure proper documentation and archiving of program documents and any other assignment given by the Project Coordinator.
